PVPA Discusses Veterinary Regulatory Matters, Serialization and 2-D Barcodes with French Official During SPACE 2026

The principal subject was regulatory implementation affecting veterinary pharmaceuticals and animal-health products, with particular attention to serialization, 2-D barcode requirements, traceability, authentication and regulatory enforcement.

The exchange provided an opportunity to compare perspectives on the European regulatory environment and Pakistan’s emerging and enforced requirements, and to understand practical implementation considerations and industry challenges associated with product identification, traceability and serialization.

The discussion considered the regulatory situation in Europe alongside the situation in Pakistan. It was an opportunity for PVPA to gain perspective on European approaches toward traceability, product identification and pharmaceutical compliance, and to share the Pakistani industry’s experience of implementation.

The two regulatory environments should not be treated as identical. The discussion did not establish that European Union rules are the same as Pakistani rules, that Pakistan has copied European legislation, or that the French official supported Pakistan’s regulatory approach.

The European part of the exchange was a knowledge discussion of regulatory practice and implementation experience. Dr. Masud Sadiq Chaudhary shared the Pakistani industry’s perspective concerning the implementation and enforcement of serialization and 2-D barcode requirements for veterinary pharmaceutical products, including practical concerns affecting manufacturers, importers and other supply-chain stakeholders.

PVPA’s documented institutional position, including deliberations of the Central Executive Committee on 11 September 2026, has already identified 2-D barcode and serialization requirements introduced by the Drug Regulatory Authority of Pakistan (DRAP) for veterinary pharmaceutical companies as a major industry issue, together with regulatory and implementation challenges and the need for coordination and facilitation.

In that context, the SPACE discussion reviewed practical themes including manufacturer and vendor readiness, availability of serialization infrastructure, imported veterinary products, coordination with international manufacturers, implementation timelines, supply-chain traceability, compliance challenges, the need for clarity in regulatory implementation, and industry communication and capacity building. No specific deadlines, penalties, technical standards or legal instruments were announced as an outcome of this meeting.

The meeting is therefore reported as a regulatory knowledge exchange: understanding international regulatory practices, comparing implementation approaches, considering European experience, and examining practical industry compliance challenges.
