A PIVOT Opportunity for Punjab: Put Animal Health at the Heart of Livestock Transformation
A proposal to the Hon'ble Chief Minister Punjab

Dr. Masud Sadiq Chaudhary
Senior Vice Chairman, Pakistan Veterinary Pharmaceutical Association (PVPA)
Pakistan — 31 October 2026

The launch of PIVOT, Punjab Innovation for Value, Opportunity & Transformation, presents Punjab with an important opportunity to move beyond conventional economic planning and build a more productive, technology-driven and export-oriented economy.
As Senior Vice Chairman of the Pakistan Veterinary Pharmaceutical Association (PVPA), I believe that one important sector deserves a much stronger place within this transformation agenda: animal health and One Health.
Punjab is not only an agricultural province. It is the centre of Pakistan's livestock, dairy and poultry economy, with millions of farmers, veterinarians, technicians, feed manufacturers, pharmaceutical companies, processors, traders and other businesses connected to this value chain.
Yet animal health is often treated primarily as a veterinary or agricultural issue.
It is much more than that.
Animal health is an economic productivity issue.
Disease reduces milk production, growth, fertility and flock performance. Poor biosecurity increases mortality and production costs. Inefficient antimicrobial use contributes to antimicrobial resistance. Weak diagnostics delay disease control. Limited value addition prevents farmers and businesses from capturing the full economic potential of livestock and poultry.
Therefore, improving animal health can directly contribute to the objectives of PIVOT: productivity, investment, employment, skills, innovation, technology and exports.
PVPA proposes an Animal Health & Livestock Productivity Transformation Initiative
PVPA proposes that the Government of Punjab consider an industry-led Animal Health & Livestock Productivity Transformation Initiative as a dedicated component of PIVOT.
The objective would be simple:
To transform Punjab from a producer of livestock and poultry commodities into a producer of higher-value animal protein, animal-health products, technology, skills and exportable solutions.
The initiative could bring together:
- Government
- PVPA
- Livestock Department
- Universities
- Veterinary institutions
- Pharmaceutical industry
- Feed industry
- Farmers
- Dairy and poultry sector
- Diagnostic laboratories
- Technology companies
- Investors
This would create a practical Government–Industry–Academia–Farmer ecosystem rather than another standalone programme.
Five areas of transformation
1. Livestock & Poultry Productivity
Punjab can establish scientifically monitored demonstration farms and living laboratories where interventions are measured through real economic indicators.
These can include:
- Mortality and morbidity
- Feed conversion and growth
- Milk production
- Reproductive performance
- Vaccination effectiveness
- Disease incidence
- Antimicrobial use
- Biosecurity
- Farm profitability
The objective should be to demonstrate that better animal health produces measurable economic returns.
2. Animal Health Innovation
Punjab's universities possess scientific expertise, while industry possesses practical field experience.
We should connect the two.
PVPA proposes structured collaboration around:
- Disease surveillance
- Diagnostics
- Antimicrobial resistance
- Antimicrobial stewardship
- Pharmacovigilance
- Vaccines
- Biosecurity
- Animal nutrition
- Gut health
- Precision livestock production
- Digital farm management
A model of Academic Principal Investigator and Industry Technical Counterpart can convert research into practical solutions.
3. Skills and Employment
PIVOT's emphasis on skills provides an excellent opportunity to establish a Punjab Animal Health Skills and Certification Programme.
Training can be developed for:
- Veterinary technicians
- Poultry farm supervisors
- Dairy technicians
- Livestock extension workers
- Biosecurity personnel
- Laboratory technicians
- Hatchery technicians
- Feed-mill technical staff
- Young veterinarians
- Farm data and technology personnel
The objective should not simply be training.
It should be training with certification, creating employment with increased productivity.
4. Veterinary Pharmaceutical & Animal Health Industry
Punjab has an opportunity to develop an integrated animal-health industrial ecosystem covering:
- Veterinary pharmaceuticals
- Vaccines and biologics
- Nutritional supplements
- Premixes
- Minerals
- Probiotics
- Enzymes
- Toxin binders
- Electrolytes
- Disinfectants
- Biosecurity solutions
- Diagnostics
- Digital animal-health technologies
With appropriate regulatory, investment and export facilitation, Punjab can develop products not only for Pakistan but also for regional and international markets.
5. Export-Oriented Animal Health & Livestock Value Chains
The ultimate test of economic transformation is not simply domestic production.
It is international competitiveness.
Punjab should therefore encourage investment in value-added livestock, poultry and animal-health products that can enter international markets.
This requires coordination along the chain from production to quality, regulation and certification, and then to investment, branding, international marketing and export — from farm to fork.
PVPA is prepared to work with government and industry stakeholders to help build this ecosystem.
A Faisalabad-based pilot can demonstrate the model
Faisalabad provides a natural starting point because of its industrial base, agricultural economy, universities, poultry and livestock activity and business community.
A pilot could initially bring together selected farms, veterinary professionals, universities, pharmaceutical companies, feed businesses and government institutions.
The programme could establish measurable baseline indicators and then demonstrate improvements in productivity, disease control, antimicrobial stewardship, skills, investment, employment and value addition.
Once validated, the model could be expanded across other livestock and agricultural districts of Punjab.
PVPA's offer to the Government of Punjab
PVPA is not proposing another government department or another bureaucratic structure.
We propose an industry-government partnership.
Government can provide policy facilitation, institutional coordination, infrastructure and access to appropriate investment and skills programmes.
Industry can provide technology, investment, technical expertise, training, market access and implementation capacity.
Universities can provide research, scientific validation and human-resource development.
Farmers can provide the real-world production environment in which solutions are tested and measured.
This is the type of ecosystem required to turn innovation into economic value.
A request to the Hon'ble Chief Minister Punjab, Madam Maryam Nawaz Sharif
Hon'ble Chief Minister Punjab,
PIVOT gives Punjab an opportunity to think differently.
If Punjab wants to increase productivity, create employment, attract investment, develop technology and expand exports, animal health cannot remain outside the economic transformation conversation.
Every healthy animal represents productive capacity.
Every reduction in disease represents economic value.
Every properly trained veterinary technician represents a skilled job.
Every successful innovation represents a potential business.
Every value-added livestock product represents an export opportunity.
And every reduction in unnecessary antimicrobial use contributes to the protection of human, animal and environmental health under the One Health framework.
The Pakistan Veterinary Pharmaceutical Association therefore respectfully proposes that the Government of Punjab and PIVOT Secretariat engage with PVPA to develop an Animal Health & Livestock Productivity Transformation Initiative as a practical, measurable and industry-led component of Punjab's three-year economic transformation programme.
PVPA is ready to bring the industry, academia and professional community to the table.
Let us make animal health not merely a cost of livestock production, but a driver of Punjab's productivity, innovation, employment and exports.
